COBALT analysed transposition of energy efficiency directive to the Estonian legislation

In cooperation with Spark Legal Network COBALT participated in a project for the Commission for the analysis of tranposition of Article 6 of Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy efficiency to the Estonian legislation. The relevant provision of the Directive concerns purchase of products, services and buildings with high energy-efficiency performance by central government and public bodies. The main objective of the analysis was to establish and describe legislative measures, policy and guidance documents that have been adopted to transpose the relevant provision of the Directive. The analysis involved review of specific policies and regulations concerning energy efficiency as well as public procurement. The analysis was carried out during summer of 2015.
