COBALT advised the Austrian company Swietelsky AG as a part of the winning consortium, also including Latvian construction companies Binders SIA and LNK Industries AS, in the international tender for the construction of Rail Baltica station and related infrastructure at the Riga International Airport. The total amount of the contract is EUR 237 million and it was awarded in the public procurement procedure.

Latvian Minister of Transport Tālis Linkaits: “Implementation of large infrastructure projects has significant added value. The signing of the construction contract is a positive signal to stimulate the economy, creating hundreds of new jobs over the next five years and boosting national GDP growth. Investments in infrastructure will strengthen position of Riga as a Baltic aviation hub. An accessible traffic between Riga and other regions of Latvia will be ensured. In addition, residents of Lithuania and Estonia will also have an easier access to the Riga Airport than currently.”

The construction works are planned to be carried out in five stages until December 2025. The project includes construction of a three-level station building, overpass structures, and access roads with related infrastructure as well as railway tracks. It is planned to build two railway tracks so that the Rail Baltica high-speed train could run on the newly built railway line four times a day, and a shuttle train every 30 minutes or so connecting the airport and the Riga Central Station.

COBALT advised Swietelsky AG on the FIDIC contract matters, public procurement and corporate matters setting up legal structure for operation of the consortium. Our team was led by Managing Partner Dace Silava-Tomsone and included Partner Sandija Novicka and Associate Artūrs Valderšteins.
