As of 4 July, 2016, Dr Deividas Soloveičik joins the law firm COBALT as its new partner along with a team of five highly qualified Public Procurement law professionals.
Dr Deividas Soloveičik has over 15 years of experience practicing commercial law and is one of the most highly regarded Public Procurement law experts in the market. Dr Soloveičik will become the 10th Partner and Head of Public Procurement practice group at COBALT Lithuania.

For the past couple of years Dr Deividas Soloveičik practiced at the law firm GLIMSTEDT as a Partner and Head of Public Procurement practice. During his legal career, he has represented clients before national courts at all instances and arbitral institutions, provided legal advice to Lithuanian and foreign private clients and contracting authorities, including the Commission of the European Union, on the legal aspects of public procurement and pre-commercial procurement. Dr Soloveičik focuses his practice on civil and administrative litigation in the areas of public procurement, matters related to misuse of EU funds and application of financial corrections against beneficiaries of EU funds, and performance of public contracts. The Public Procurement practice group led by Dr D. Soloveičik is also specialised in drafting conditions of tender, tender documents for public sector clients and assisting clients with their compliance efforts with the legislation governing public procurement procedures.
Recent significant matters include representing clients in public procurement cases before the Court of Justice of the European Union and the General Court of the European Union; representing the largest Lithuanian transport sector company in litigation concerning public procurement and invalidity of public contracts; representing clients before the European Commission and the European Court of Auditors regarding audits of public procurement projects funded by the EU structural funds; advising a client in negotiations in a high-value procurement in the energy sector. The team led by Dr D. Soloveičik has wide-ranging experience working on public and private partnerships, advising both public and private sector clients (concession grantors and concessionaires).

Dr D. Soloveičik is an Associate Professor and researcher in commercial law at Vilnius University and a contributor to legal publications. He also closely cooperates with globally recognized academic members of the legal profession. Since 2011, MCIArb. D. Soloveičik is a member of the Chartered Institute of Arbitrators; since 2016, he is a member of the European Assistance for Innovation Procurement – eafip initiative promoted by the European Commission.
