COBALT advised Star Cloud, which provides schools with digital learning materials through a web app, in supervision proceeding with the Estonian Competition Authority.

OPIQ is a digital learning environment, which offers digital learning materials from leading publishers and covers almost the entire curriculum in all subjects and classes. The environment combines textbook knowledge with modern information technology opportunities.

The Competition Authority initiated supervision proceedings against OPIQ in order to verify the allegations of the City of Tartu regarding the pricing of the company´s service. The city of Tartu claimed that the prices of the OPIQ service were unfairly high. The Competition Authority did not find any violations and the proceedings were terminated.

The project team who advised the client consisted of partner Elo Tamm and Assistant Lawyer Richard Reiles.
