The Estonian Parliament has decided to prohibit in-house arrangements in municipal waste treatment, disposal, and material recovery, ensuring that these services remain subject to competitive tendering. The decision follows extensive discussions during the waste reform process, where initial plans included allowing municipalities to provide such services directly without public procurement. Ultimately, the legislator concluded that maintaining competition in the sector is essential, and from 2031, municipalities will not be permitted to assign these services directly to municipal companies without a competitive process.
