About
Deivis Valiulis is a Partner at COBALT Lithuania with more than 20 years of experience in real estate, construction, and energy law. He advises Lithuanian and international investors, developers, financial institutions, and businesses on the acquisition, development, financing, and disposal of real estate assets.
His transaction experience includes the acquisition and sale of commercial real estate portfolios and project-owning companies, joint ventures, long-term lease arrangements, and the protection of investments in income-generating properties. Deivis assesses both the current legal status of assets and their potential for redevelopment and further development. He also assists financial institutions in evaluating the implementation risks of financed projects, the legal status of collateral, and the protection of creditors’ interests.
Deivis advises clients throughout all stages of project development, from land use and spatial planning matters to permitting, design, construction, and contract implementation. His practice has a particular focus on urban regeneration projects, cultural heritage properties, and shared infrastructure developed by multiple developers. He also advises on renewable energy, energy storage, and electric vehicle charging infrastructure projects, representing clients before public authorities and in disputes.
Through his work with the Lithuanian Real Estate Development Association, Deivis participates in the drafting and review of legislative amendments relating to construction, spatial planning, and infrastructure regulation. In advising clients, he aligns legal solutions with project economics, timelines, and investors’ objectives, helping to develop practical implementation strategies and allocate responsibilities among project stakeholders.
