Toms works in the Real Estate and Construction practice group, as well as focuses on Public Law and Energy Law matters. He has substantial experience dealing with matters related to shared ownership, lease and right of superficies, PPP matters. Toms has been extensively involved in the port reform and investment protection matters.
Prior to joining COBALT, Toms worked with the Ministry of Justice.
