COBALT advises Creative Hub of Tallinn on conducting public procurements.

COBALT’s team consults the Creative Hub of Tallinn with all the public procurement processes from identifying the need for public procurement, planning the public procurement to the final reporting in the public procurement register. During the last year, we have carried out several public procurements for equipment rental, technical maintenance, internal cleaning works and purchase of electricity.

Creative Hub emerged from the European Capital of Culture project in 2011. Creative Hub was founded by the city of Tallinn, and the purpose of the foundation is to diversify the cultural life of Tallinn and Estonia in cooperation with various organizations. The goal is to design and maintain the reconstructed building as a center for cultural exports and regional creative economy. It also serves as an attractive part of the urban space, and an educational and leisure center.

Our team is led by Specialist Counsel Kadri Matteus, who has been the client’s advisor since 2011 and has helped carry out the procurements necessary for the construction of the Creative Hub and managed the execution of complex interrelated construction contracts. Our team also consists of Junior Associate Liisa Puu and Associate Marit Piirisaar.
