About

Mārtiņš Tarlaps is an expert in the fields of M&A, Energy Law, Defense, State Aid, Anti-Money Laundering and PPP. Mārtiņš has significant experience in all legal issues concerning energy markets, including renewable energy matters, and actively participates in various projects by NGOs, including the RES-E Working Groups of the Foreign Investors Council in Latvia and the Latvian Chamber of Commerce and Industry.

As of 2026, Mārtiņš serves as the Co-Lead of the AmCham Latvia Defense Investment Group (DIG). The work group is committed to strengthening Latvia’s business environment, promoting international competitiveness, and fostering conditions that encourage foreign investment and sustainable growth in the defense industry.
