Žydrūnė Biliūnaitė – Zubavičė is a Senior Associate at COBALT Lithuania. She specialises in the fields of public procurement law and public-private partnerships. Žydrūnė advises private clients and contracting authorities on all matters relating to the conduct of procurement procedures: reviews tender documents, prepares questions, claims and procedural documents in public procurement proceedings.
She also drafts tender documents (tender conditions, minimum qualification requirements, cost-effectiveness [most economically advantageous tender] criteria, pre-qualification selection documents, public contracts), advises on responses to suppliers’ questions and claims in the course of evaluation of suppliers’ tenders, and provides legal advice and legal opinions on all public procurement matters. Prior to joining COBALT, Žydrūnė worked as a senior associate in a specialist dispute resolution law firm and before that she worked as Senior Counsel in a private company engaged in energy and engineering design.
