Dr. Toms Krūmiņš
Apie
Toms Krūmiņš is Head of Arbitration at COBALT Latvia. He is widely recognised as one of Latvia’s leading arbitration practitioners and regularly represents clients in both domestic and international arbitration proceedings.
By successfully challenging deficiencies in the Latvian arbitration framework before the Constitutional Court and subsequently serving as a member of the Latvian Arbitration Law Working Group, Toms has made a significant contribution to the development of the Latvian arbitration landscape.
His practice focuses on international and European law, in particular private international law and international civil procedure, as well as commercial and investment arbitration. He also has extensive experience in human rights and constitutional law.
Toms has represented clients in numerous international and national arbitration proceedings. He has successfully acted before the Constitutional Court of Latvia, the Supreme Court of Latvia, the Court of Justice of the European Union, and the European Court of Human Rights.
Toms is a member of the Arbitration Association of Central and Eastern Europe and of the Europe Committee of the Campaign for Greener Arbitrations. He also serves as the Vienna International Arbitration Centre (VIAC) Ambassador for Latvia.
Toms graduated cum laude from the University of Groningen (the Netherlands), where he continues to serve on the Advisory Board of the LL.M. programme in International Commercial Law. He also holds a Ph.D. from the University of Copenhagen. His doctoral research examined the dichotomy between arbitration and human rights, with particular emphasis on the interaction between setting-aside proceedings and parties’ procedural rights under the European Convention on Human Rights.
He has authored or co-authored numerous regionally and internationally recognised publications, including the monograph Arbitration and Human Rights (2020) published by Springer. He regularly speaks on arbitration-related topics and lectures at the Riga Graduate School of Law.
