Gabriela Šantare is a Senior Associate and Head of the Administrative and Criminal Litigation Practice Group at COBALT Latvia. She specialises in high-stakes disputes involving the State, representing clients in complex administrative, tax, sanctions, customs and white-collar matters where regulatory enforcement, economic interests and reputational considerations intersect.

Her core practice encompasses administrative litigation, including complex tax disputes, as well as economic crime proceedings involving sanctions compliance, customs enforcement and asset confiscation. She regularly represents clients before various instance courts and the Supreme Court and strategically advances constitutional review proceedings at the Constitutional Court where necessary.

In addition to regulatory and enforcement disputes, Gabriela advises and represents clients in matters involving media law and reputation protection, particularly where public scrutiny accompanies parallel investigations or litigation. Her background in public law and fundamental rights enables her to combine precise procedural strategy with a broader constitutional and EU-law perspective.

Gabriela is a member of the European Criminal Bar Association and has been recognised for several consecutive years by the International Tax Review (ITR) for her work in tax dispute matters.

Alongside her core practice, she remains actively engaged in strategic pro bono initiatives, particularly in cases strengthening the protection of fundamental rights and equality in Latvia.
