COBALT Estonia office – a member of the Estonian Defence and Aerospace Industry Association and the NATO DIANA Network. Together with other trusted firms in the Alliance, we aim to provide our long-standing expertise in highly regulated and complex industries to assist innovators in the NATO DIANA Programme (read more). In 2026, COBALT Estonia signed a cooperation memorandum marking the launch of the National Defence Year programme, led by the Defence Resources Agency. The programme establishes a cooperation framework for basic schools, aiming to foster informed and responsible citizens while strengthening national defence awareness (read more). Partner Jesse Kivisaari also serves as the first Chairman of the Defence, Security and Resilience Committee at the American Chamber of Commerce in Estonia.

COBALT Latvia office – an associated member of the Latvian Military Technology, Drones & Robotics Association (MilTech Latvia), providing legal advisory and strategic support to the development of Latvia’s defence technology sector. Like our Estonian office, we contribute legal expertise and strategic support to innovators participating in the NATO DIANA Programme. COBALT is also a member of the Federation of Security and Defence Industries of Latvia (FSDI Latvia), the leading organisation representing the industry at both national and international levels. Moreover, our colleagues actively participate in the work and discussions of the AmCham Latvia (American Chamber of Commerce in Latvia) Defence Investment Group, which fosters strategic investments and strengthens ties between U.S. and Latvian stakeholders and officials.

COBALT Lithuania office – a member of the Lithuanian Defence and Security Industry Association (LDSIA), contributing legal expertise and strategic insight to the development of Lithuania’s defence and security sector and reflecting the growing importance of the industry in the region. COBALT professionals are also actively involved in the wider defence community, including board-level participation in non-governmental initiatives such as Blue / Yellow, with Elijus Burgis serving as a Board Member.
